Department of Policy Planning Monitoring & Evaluation

The goal of the Department is to provide health policy, planning, research and information management for all departments in the ministry to ensure that policies are well formulated, plans, programmes and projects are coordinated, integrated, monitored and evaluated so as to achieve the national health goals and objectives.


Health Policy Planning
Coordinates, formulates, reviews and disseminate National Health Policies and Strategies. Develops National Health Service Operational Plans. Develop and review a health financing frameworks. Determine funds for health sector plans, projects and programmes in collaboration with relevant bodies.

Monitoring and Evaluation
Establish and coordinate national monitoring and evaluation systems. Develop strategies for monitoring and evaluation of health policies and strategies

and their impact. Coordinate the monitoring and evaluation of the appropriateness, effectiveness and quality of health services.

Research and development
Coordinates monitors national health related research. Promote health research and development. Determines and reviews national research and development guidelines, policies, and legislation. Undertakes, commissions and coordinates research examining and proposing policy changes or new strategies.

Management of Information systems
Coordinates and manage national health information management systems and resources. Produce and disseminate national health statistics. Provide information communication technology and informatics expertise. Build a sustainable and reliable Information and Technology (IT) infrastructure. Implement, monitor and evaluate IT projects.
